NEET SS 2023 counselling Special Round institute reporting process was conducted from February 10 to February 17, 2024. Originally, the last date of institute reporting was February 15, which was extended by two days. This round commenced on February 5, 2024. MCC announced the dates for this round on January 29, 2024.

The final seat allotment result was declared on February 10, 2024. The provisional result was declared on February 9, 2024, after which candidates could submit grievances till February 10, 2024, till 11 AM. The  

The seat allotment status of 5,991 candidates was released for the Special or the Mop-up round. As many as 689 candidates were allotted DM, MCh and DNB SS seats. On the other hand, 454 candidates' seats were upgraded. The rest of the candidates' seats were not been upgraded, or they did not fill fresh choices.

MCC announced the addition and withdrawal of seats for the Special Round of NEET SS 2023 counselling. As many as 11 seats were added and five seats were removed from the seat matrix. 

MCC released the seat matrix of virtual vacancy and clear vacancy seat matrix during the Special round of NEET SS counselling 2023 before the choice filling process was concluded.

Before the commencement of the Special Round of counselling, MCC announced the eligibility criteria for this round and provided a resignation facility to INI SS candidates from February 2 to February 3, 2024. 

NEET SS counselling 2023 Round 2 concluded on January 5, 2024. The result for this round was released on December 23, 2023. The seat allotment status of as many as 5,345 candidates was released. As many as 836 candidates’ seats were upgraded and 1,132 candidates were allotted fresh seats. The remaining candidates did not opt for upgrade or fill choices for Round 2.

The institute reporting process was scheduled to be conducted from December 24 to December 31, which was extended till January 5, 2024. Citing the reason for the extension, MCC has stated, "MCC is in receipt of many requests from Super Specialty 2023 candidates, for extension of reporting for Round 2 of SS Counselling due to various reasons. Accepting the request of candidates, the competent authority has allowed for the extension of reporting of Round-2 of SS Counselling 2023. Hence, the reporting for Round-2 of SS Counselling will be available upto 06:00 P.M of 05.01.2024."

NBEMS released the revised NEET SS 2023 cutoff, which was reduced from 50 percentile to 20 percentile

The NEET SS 2023 counselling process was started on November 8, 2023. NBE declared the NEET SS 2023 result on October 15.  

The entire admission process for NEET SS seat allotment is held online. MCC allotts seats based on choice declared, seat availability and other factors. A separate PDF is released for each round of counselling results. The counselling result PDF comprises details such as allotted institute, course, category, rank etc. Candidates allotted seats in NEET SS counselling have to download the allotment letter from the official website and report physically to the allotted institutes. Q:   When will NEET SS counselling be conducted?

A:

The NEET SS counselling is conducted approximately one month after the declaration of the result. Based on the expected dates, it is likely that the NEET SS 2024 counselling process will be conducted between November 2024 and February 2025. There will be three rounds and the number of rounds will vary based on the number of vacant seats or other factors like change in cutoff or seat matrix. Each round of NEET SS counselling will be approximately of seven to 10 days duration. 

 

Q:   What is the total duration of the NEET SS counselling?

A:

The total duration of the NEET SS counselling is likely to range for three to four months. Last year, NEET SS counselling was scheduled from November 2023 to February 2024. While originally the counselling process for NEET SS was scheduled to be conducted till January 2024, for two rounds, later, an additional round was conducted owing to the revision of the NEET SS cutoff. Hence, it can be estimated that NEET SS counselling 2024 will be conducted from November 2024 to February 2025. The total duration for each round ranges from five to seven days. 

 

Q:   How many rounds are conducted for NEET SS 2024 counselling process?

A:

There are approximately three to four rounds of counselling for the NEET SS exam. Last year, there were originally two rounds of NEET SS counselling and later, an additional round was announced since the NEET SS cutoff was revised. This year also, it can be expected that there will be three rounds of NEET SS counselling. Followed by this, there will be additional rounds, in case there is a change in the cutoff or seat matrix, the number of NEET SS counselling rounds will increase. 

 

NEET SS Counselling 2023 Eligibility Criteria

To participate in the counselling of NEET SS 2023, candidates must have qualified for the examination. Only those who have scored more than or equal to the qualifying NEET SS cutoff 2023 released by NBE will be eligible to participate in the counselling process. The cutoff marks for each speciality or group have been released by NBE. 

For the Special round of NEET SS 2023, NBE has revised the eligibility criteria, which state that any candidate who has completed the Postgraduate medical course as per the NMC regulations and have appeared in the NEET SS 2023 exam will be eligible to participate in this round of counselling. Moreover, the NEET SS 2023 cutoff has been reduced to zero. 

NEET SS Counselling 2023 Special Round Eligibility Criteria

MCC has laid down the following eligibility criteria to participate in the Special Round of the NEET SS counselling 2023.

  1. Resignation will be permitted only for those joined candidates, who have been allotted seats in INI institutes;
  2. The candidates who have joined round 1 or round 2 seats of MCC and not allotted INI seats, will not be allowed to resign from their joined seats;
  3. The upgradation facility will be available in Special Round to all candidates who have joined in Round 1 and Round 2 of MCC counselling 2023;
  4. Candidates willing to participate in Special Round or willing to upgrade previously allotted seats have to fill fresh choices in Special Round. Earlier filled choices will be treated as null and void.

The government of India has written to the National Board of Examinations in Medical Sciences to recommend to reduce the cut-off qualifying percentile for NEET SS Counselling 2023. "The issue has been considered by the Ministry in consultation with the National Medical Commission (NMC). The NMC has recommended for cut off qualifying percentile for NEET SS-2023 may be reduced to 20 points. The recommendation of the NMC has been approved by the Hon'ble HFM. It is requested to take further necessary action in this matter," reads the letter.

Q:   What is the NEET SS counselling eligibility criteria?

A:

In order to participate in the NEET SS counselling, candidates will have to appear and qualify for the exam by securing the NEET SS cutoff marks, which will be announced by NBE along with the result. Also, eligible candidates will have to register and fill the seat choices as per the seat matrix to be eligible for seat allocation. Last year, before the final round of NEET SS counselling, NBE had revised the eligibility criteria, wherein there was no cutoff marks applicable. Any candidate who had appeared for NEET SS exam and have completed the postgraduate medical course were eligible to participate in the NEET SS counselling special round. 

 

Q:   How many choices can I fill during the NEET SS counselling?

A:

There is no limit on the number of choices that a candidate can fill during the counselling of NEET SS counselling. These choices submitted and locked should be in the order of preference as desired by the candidate. It must be noted choices have to be locked in the given deadline otherwise it gets automatically locked. Candidates are advised to fill choices carefully as it can't be modified once its locked, or the deadline is over. Seats will be allotted based on choice declared by candidates and other factors. 

 

Q:   What are the documents required for NEET SS counselling?

A:

While particpating in the NEET SS counselling process, candidates will have to get certain documents verified during the institute reporting process. The list of documents that must be produced during the final round of counselling are as follows:

  • NEET SS seat allotment letter
  • NEET SS Result/Scorecard
  • NEET SS Admit Card
  • MBBS Degree Certificate
  • MD/MS/DNB Degree Certificate
  • Permanent Registration Certificate for MBBS/MD/MS/DNB issued by NBE
  • Higher Secondary Certificate/Birth Certificate as proof of birth
  • A valid photo ID proof (PAN card/Driving License, Voter ID, Passport/Aadhaar Card)

Candidates must note that the above mentioned documents or certificates must be produced in their original form. Photocopies or printouts will not be accepted by the institute authorities. Also, for the documents such as NEET SS seat allotment letter, scorecard and admit card, which are issued online and candidates have to take printout, the print should be clear and the text and photographs must be legible.

The NEET SS 2023 counselling process involved multiple steps. Each of the steps is explained below.  

Registration and Application Process

Candidates who wished to participate in the counselling of NEET SS 2023 had to register themselves on the official website of MCC. As mentioned above, only those candidates who have qualified for the NEET SS 2023 will be able to register for the counselling process.

To complete the registration process for NEET SS 2023 counselling, candidates have to pay a non-refundable registration fee of INR 5,000 online. They have to transfer a security deposit of INR 2,00,000. The security deposit will be adjusted against the academic fees for those who have been allotted a seat through the counselling of NEET SS 2023. The amount will be refunded to the candidates who do not get the seat allotted to them or those who opt out of the counselling process refusing the seats allotted to them.

Choice Filling and Locking

The next step is to fill the choices for courses/colleges on the official portal of MCC. Candidates are advised to check the fee structure and other details about the colleges they wish to select before submitting their choices. To fill their choices, candidates will have to log in to their registered accounts on the official website of MCC. They then need to select the courses/colleges they wish to apply for in decreasing order of preference. There is no limit to the number of choices one can fill in the preference form. Also, the choices filled can be modified any number of times before a candidate locks them.

Seat Allotment List

MCC prepares the seat allotment list for various specialities based on the NEET SS 2023 merit list and the choices that were submitted online. NEET SS seat allotment list for each speciality is prepared separately.

Accepting/Refusing the Seat Allotted

Candidates who have been allotted a seat through the NEET SS 2023 counselling had to choose from the following four options:

  • Accept the seat allotted and exit from the counselling process
  • Accept the seat allotted, but choose to participate in the next round
  • Refuse the seat allotted, but choose to participate in the next round
  • Refuse the seat allotted and exit from the counselling process

All candidates selected through the counselling of NEET SS 2023 had to fill in any of the above options by logging into their registered accounts. If a candidate failed to choose any of the above options, their seat were forfeited and their admission was cancelled.

Joining the Institute

Candidates who accepted the seat allotted to them had to report to the respective institute before the deadline. Candidates who opt for up-gradation in the next round also had to report to the allotted institute, or else they were not be considered for the next round.

Eligibility for the second round of NEET SS 2023 counselling

  • Candidates who qualified for NEET SS 2023, but could not register for the first round
  • Candidates who opted for up-gradation in the first round and have joined the allotted institute
  • Candidates who accepted the seats allotted to them in round one and chose to exit from the counselling process could also fill fresh applications for round two

Candidates who did not report to the allotted institute after choosing the up-gradation option were not considered for the second round of NEET SS counselling 2023. Also, if a candidate chose to exit the first round after accepting the seat, they were not considered for the second round of NEET SS 2023 counselling unless they filled out fresh applications.

Documents required during the NEET SS 2023 counselling process

The following documents were required for verification during the institute reporting process:

  • NEET SS 2023 Admit Card
  • NEET SS 2023 Result/Scorecard
  • MBBS Degree Certificate
  • MD/MS/DNB Degree Certificate
  • Permanent Registration Certificate for MBBS/MD/MS/DNB issued by NBE
  • Higher Secondary Certificate/Birth Certificate as proof of birth
  • A valid photo ID proof (PAN card/Driving License, Voter ID, Passport/Aadhar Card)

A. Yes, only those candidates who had opted for up-gradation and joined the institutes allotted to them were considered for up-gradation in the next round.

Q. Can I choose for up-gradation after being allotted a seat in the second round of NEET SS counselling 2023?

A. No, there was no option for up-gradation for candidates allotted a seat in the second round of NEET SS 2023 counselling.

Q. I did not register for the first and second round of NEET SS counselling 2023. Can I register for the last round?

A. Yes, any candidate who completed his or her PG medical course and appeared for the NEET SS 2023 will be eligible to participate in the Special round of counselling. However, candidates who had participated in the previous rounds of counselling and were allotted seats will not be allowed to participate in the Special round. 

Q. Will counselling for NEET SS 2023 be held offline or online?

A. NEET SS 2023 counselling was held online. Candidates had to register online to participate in the counselling process.

Q: Will I have to register for NEET SS counselling 2023 Round 2 if I have already registered in Round 1?

A: No. If you registered for round 1 for NEET SS counselling 2023 and didn't get any seat, you didn't need to register for the next round separately. But if you didn't report to the allotted institute after seat allocation, you could register again for Round-2 or the Special round.

  • Enter the mandatory details such as NEET SS 2023 Roll Number, Password, Security Pin, and click on Register
  • Login again and complete the registration process by paying the registration fee

Only those candidates who will complete their NEET SS counselling registration process will be eligible to participate in the further steps of counselling

A:
