You cant do a Bachelor's degree after class 10th. Complete your class 12th, and then go for BPT. Score 50% marks or more and apply. You can also try CET for admission into 3 of the India's Premier institutions for BPT, BPO & BOT. Check it here:

You question lacks clarity, there are two ways to interpret your question, either you wish to change course from your current course or your are seeking lateral entry. For the first scenario you would have to get approval from the college, but I doubt weather they will let you skip 1 st year, in the second scenario there's a 50-50 chance, but you would have to contact the college for that.

Everyone recommended me this college, and said this university focus on overall development and personality. Dehradun has excellent weather and an awesome city to be explored along with nearby hill beauty. It is economic to study here including food and lodging. Fee Structure and Facilities:
Yes, the fee structure is feasible for all courses I suppose, because it is a state government university and so expenses cut short automatically. Courses are good, plus affordable. The Post Graduate Diploma in Management PGDM programme is spread over a period of two years, divided into six trimesters. Each trimester is of 12 weeks duration in which each subject is taught in classrooms for 30 sessions each of one-hour duration. Here are 2 branches for Petroleum, one is UPSTREAM and second is DOWNSTREAM (Gas). Placements for both the branches are nearly equal and turned out to be excellent every time. The average package from GAS is approximately 3.56 lacs to 6.56 or 6.79 lacs per annum. The highest package from gas is around 18 lacs. The top recruiters are Schlumberger Asia Services Ltd. , Reliance Industries Limited, ONGC, Maharashtra Natural Gas Limited, Indian Oil Corporation Limited, QuEST Global Engineering, Bharat Petroleum Corporation Limited etc.
