According to me, ITM-Navi Mumbai will be the best PGDM institute for you. As you will get more exposure in ITM than you'll get in XIME-Bangalore. ITM covers students from all over India and so students come from all the parts of India which gives more exposure to the students. When we come to the placements, ITM offers highest 14 LPA and minimum 5 LPA. So, in all terms, ITM will be a good option.

Yes, HR is good in ITM. Faculty members of HR department are very much experienced. Pre-placement offers are made to many students at the time of their internship itself with a minimum package of 5-6 LPA.

College is losing its sheen day by day, I don't know why, but it may be too much intake or brunch. I will suggest you to think XIME blore, NIBM Pune.
MAT tier I few SIMSREE, PUMBA, XIME Blore, XIME Kochi, IFMR, Great lakes Chennai, BIMTECH Noida (Retail), NIBM Pune etc. Here are some of the parameters to choose that how to judge an average B-School
1) Try to avoid trust in morphed media ranking (not all media), sometime it happens to promote the college brand name in students mind.
2) Don't run or get lured by the call of 100 % placement. If you are in bulk hire and fire offers are offered. It does not make any sense to you.

I suggest you should study I and II semester of the programme and decide about it. The exposure to functional areas is a must to understand your own pulse. Every specialization has its own strengths as well as weaknesses in terms of career and opportunities available in the market. But, many students have myths that have no value. The selection of specialization is a careful calibration that needs to be addressed after first year of your exposure to all the functional areas of management. Do not bother about it too much.
