As you are graduate you are eligible for teacher's job but ICSE schools give preference to B.Sc , M.Sc students. You are a technical student. If you pursue B.Tech in CSE then maybe they can give you a chance to become a computer teacher.

Yes, you can and even any state or board student can apply for BHU, but you need to check the eligibility criteria and quota for the students of Uttar Pradesh.
