Yes, science student can make admission in psychology in IP University but for that you have to first qualify their entrance exam. So first prepare for that.

In NCR, there's no college which is the best for psychology. You should try Christ University, Bangalore.

Yes, you just need to score really good in your graduation like 8 or high on a 10 point scale plus it should be a regular programme from a recognised University. However there can be other prerequisites (for example, English proficiency test) set by the University/college you intend to apply. Kindly check with the University/college before applying. Complete a Bachelor degree in Psychology/Applied Psychology (3 years)
Complete a Master degree in Clinical Psychology/ (2 years)
Complete an M.Phil. In Clinical Psychology (2 years) or
Get a Ph.D. in Psychology (3 -6 years)
Get registered with the RCI, Rehabilitation Council of India

No, it is important to clear all the backs in last year and you got back in last year. So, according to UGC criteria, you are not eligible for P.G. for this year.
