I am not from this domain so I have not much knowledge about it. But faculty of UPES is very good. Academics is also nice. But I don't know about the placements of BCA.

Yes, it is good for CSE. If you will do your best then you will get a good placement. Many companies come here which give packages more than 10 LPA. So there are chances that you will get good package. Also academic of UPES is good.

Don't have much idea about this. But in my knowledge there should be more than 60 seats for 5 year B.A L.L.B program.

Without doing registration, you cannot get admission in any reputed college.
But still, there are some colleges which take direct admission.

This year, they are not telling the rank. Then how could you know about your rank?
But if you are sure about your rank then 40k is not a good rank if u want CS branch. I guess you will get civil or aerospace (not sure).
