Hello Mohammad, It is very nice to see your desire to do a diploma in mechanical engineering. As you have said that you live in a Gulf area and cannot attend regular classes, I suggest you should go for correspondence course. There are plenty of Institutions including the one which you are thinking

Yes, you are eligible for many government exams if you have done Diploma. I would suggest you apply to ISRO and DRDO.
