For Indian students planning a UK master's for the 2027 intakes, university choice will now shape how long they can stay back to work. The measure partly rolls back a reduction first set out in the government's May 2025 Immigration White Paper. Eligibility criteria are yet to be announced. Indian applicants should track Home Office updates.

What Is Still Undefined Under High Compliance?

The Budget sets the direction but leaves the detail to future guidance. What's still unclear is:

  • How the government will define a "high-compliance" university.
  • What benchmark counts as "strong labour market outcomes".
  • How many UK institutions are likely to qualify.
  • Whether eligibility will be tied to the Basic Compliance Assessment (BCA) that governs student sponsor licences.

The announcement arrives while universities adjust to stricter BCA thresholds on their sponsor licences. Home Office scrutiny of international recruitment, visa refusal rates and course completion has grown sharply. This could favour institutions with clean records.

HPI Visa Gets Wider for Longer Stay in the UK Post-Study

The Budget also widens the High Potential Individual (HPI) route. Graduates with eligible qualifications from the world's top 150 institutions will be able to apply, and the scheme's cap will rise in proportion. This sits within a larger plan to build Europe's most business-friendly migration system for high-skill workers, even as routes for lower and medium-skilled workers tighten.

The Russell Group welcomed the move. Hollie Chandler, its director of strategic policy, said sparing compliant universities from the planned cut would protect the UK's standing as a study destination and help these graduates contribute more to the workforce.

What Indian Students Should Do - Apply or Wait?

Wait and watch till complete information is out before applying for a Graduate Visa. Until the eligibility list is out, applicants can:

  • Shortlist universities with strong sponsor compliance records and graduate employment data.
  • PhD graduates keep three years, unaffected by either change.
  • Factor post-study work duration into ROI calculations before accepting offers.
  • Rely GOV.UK and Home Office announcements.

Joyasmita - Senior UK counsellor's take: Students often pick a UK university on ranking alone. From 2027, compliance standing and graduate outcomes deserve equal weight, because they may decide how much time you get to secure a Skilled Worker job.

The Budget offers relief, but only to a still-unnamed group of universities. Until the Home Office publishes criteria, students should treat the two-year option as likely, not guaranteed, and plan applications accordingly.
