A:

It is not easy to get 100% scholarship. This means getting a complete fee waiver at best universities abroad. And these universities are the ones which have a very high competition and thousand of students compete for a single seat. Hence, you may receive a full scholarship only if you have really good academic profile. For a good academic profile, one needs to have a strong academic record, excellence in standardised English and subject tests, participation in extracurricular activities, work experience and leadership skills. It is recommended that if you apply for Research Assistantships (RA) or Teaching Assistantships (TA) then chances of getting a 100% scholarship may increase for you.

A:

Whether the budget of INR 20 L will be enough or not depends on parameters like country where you're going to study, the level of degree you're opting (UG, PG, research or integrated courses), the university and its reputation (or ranking), the demand and popularity of course and the amount of scholarship if you get any. However if you go to countries where the cost of higher education is highly subsidised by the government like France, South Korea and Germany then budget of INR 20 L may be enough.
