Keep in mind that if you submitted an online application, you would also need to visit the VFS offices to submit your passports and the receipt for your fee payment. The only difference between the processes would be the paperwork you need to provide to the VAC. 
(b) Apply on paper:  You are allowed to apply on paper only under 2 conditions:
If you have a disability that prevents you from applying online
If you possess an identity or travel document for a refugee, stateless, or a non-citizen.
