Yes, Indian students can receive the Cornell University scholarships at Cornell Tech for MEng courses. Although they're very limited to merit-based scholarships rather than need-based.
The point to be noted is that the scholarships may cover the tuition fee till a good extent but they do not typical

No, pursuing the Master of Engineering (MEng) from Cornell does not require Indian students to have a GRE for admission.
