No,  the TUM Munich is not free for Indian students. It is only free for students who belong from countries that are part of the EU. Indian students would have to pay a Technical University of Munich tuition fee worth INR 2.1 L-INR 3.2 L for UG courses. The tuition for PG courses is between INR 4.2 L-INR 6.35 L.

The TUM application fee is free of cost for Indians. Students must pay tuition costs to join any UG and PG programs. The Technical University of Munich is free for most of the programs. Students must pay around INR 17L for an executive MBA, INR 4L for BBA programs, and INR 11L for MEng programs. Students must make some additional budget for other expenses including accommodation, food, transportation, books and supplies, and miscellaneous costs, along with the tuition costs. 

Indian students can pursue TUM courses in both German and English. It is not mandatory to learn German. It is only needed for courses that are delivered in German only. To be eligible for TUM admission, a B1 or B2 level proficiency in German is enough. For courses in English, IELTS or TOEFL-iBT scores are needed. 

Technical University of Munich and Esslingen University of Applied Sciences are among the popular university for international students to study in Germany. They both offer quality MS education at no cost.
