Speaking as a Clevelander, I think you would probably have the most opportunity at either Cleveland State University or the University of Bridgeport.  Cleveland University is bigger than Bridgeport but both are decent-sized cities. For a long time, CSU was known as a commuter school, but in recent years they've been building more campus housing as well as apartments that are adjacent to campus. CSU is also a short walk from the theater district and has good athletic facilities including a superb swimming pool.
