No pre-enrollment means no visa; as without a validated universitaly application, the Italian Embassy or Consulates in India (New Delhi, Mumbai, Kolkata) cannot and will not process your study visa.

“Universitaly” is the national portal of the Italian Ministry of University and Research (MUR). It is built to serve international (mostly non-EU) students who want to enrol in Italian higher education programs. Once you've been admitted to an Italian university or institution, you must complete the "Pre-enrolment" application on Universitaly before you can apply for your student visa.

In practice, the portal acts as a bridge: it connects your chosen university, the Italian consulate in your jurisdiction, and you, the applicant. You upload your academic and personal documents, the university verifies them and issues a "Letter of eligibility for enrolment," and the application is then forwarded to the consulate, which uses it to process your visa.

How to Get Universitaly Pre-Enrollment? A Step-by-Step Process

To get a Universitaly Pre-Enrollment, follow the below-given steps.

  1. Get admitted to an Italian university first - Apply to your chosen Italian university/course on its own website and receive an official admission or pre-acceptance letter.

  2. Create an account on the Universitaly portal to register yourself in. Enter personal data exactly as per your passport.

  3. Start a "New pre-enrolment application". Select the correct academic year, university, and course and remember that you can pre-enroll only in one program at one university at a time.

  4. Upload required documents including - 

    1. Valid passport copy

    2. Passport-size photograph

    3. Academic transcripts and degree certificates

    4. Declaration of Value/CIMEA statement (if required)

    5. Letter of admission/pre-acceptance from the university

    6. Language proficiency certificate (if applicable)

  5. Select the correct Italian consulate/embassy based on your jurisdiction in India (e.g., New Delhi, Mumbai, Kolkata, Chennai - depending on your state of residence).

  6. Submit the application - Once submitted, you generally cannot edit it unless the university requests corrections or rejects it.

  7. Wait for university verification - The university checks your documents and either approves or asks for corrections.

  8. Receive the "Pre-Enrolment Summary". Once approved by both the university and forwarded to the consulate, you'll get your Universitaly Pre-Enrollment.

You can then book your visa appointment with VFS Global or your jurisdiction's Italian consulate and carry the Pre-Enrolment Summary along with other visa documents.

Note: A pre-enrollment summary via Universitaly does not guarantee you a visa appointment slot. So,  book early once you receive your Universitaly Pre-Enrollment.
