- completed, or be expected to complete 16 years of school education by March 31, 2024
- received, or be expected to receive a degree equivalent to a bachelor's degree by March 31, 2024 by completing a three-year or longer program at a foreign university or other foreign educational facility. The university or educational facility must have been accredited by the respective foreign government or a person certified by the appropriate foreign governmental agency, or have been so designated by the Minister of MEXT
- completed 15 years of school education in a foreign country and must be recognized by the Graduate School of Engineering, Kyoto University as having earned specified credits with excellent grades (This excludes applicants who satisfy (3).)
- be qualified by means of an individual entrance examination by the Graduate School of Engineering of Kyoto University, must be judged to have academic ability equivalent or superior to a university graduate, and must be at least 22 years of age by March 31, 2024
