How to Apply for Germany Student Visa: Step-by-Step Guide for Indian Students

Applying for a Germany student visa from India is now fully digital. This guide covers every step, from getting your APS certificate to using the Consular Services Portal, along with documents, fees, blocked account rules, and processing times.

Germany is one of the most popular study abroad destinations for Indian students. Last year, more than 50,000 Indian students are enrolled in German universities, making India the largest international student community in Germany for the second year in a row. The main reason is simple: German public universities charge little to no tuition fees, programs are globally recognised, and the country offers strong job opportunities after graduation.

Getting a Germany student visa is a key step in this journey. Germany moved its entire student visa application process online through the new Consular Services Portal (CSP) at digital.diplo.de. This replaced the old VFS waitlist system that used to delay applications by up to six months. Now Indian students can fill out forms, upload documents, and track their application status online before visiting a VFS centre only for biometrics.

Types of Germany Student Visa

Germany offers three main types of visas for students:

1. German National Visa (Type D) for Students

This is the most common visa for Indian students. It is a long-stay visa that lets you enter Germany and stay for the duration of your studies. You need a confirmed admission letter from a German university to apply for this visa.

2. Student Applicant Visa (Studienbewerbervisum)

If you have not yet received an official admission letter but have applied to German universities, this visa allows you to enter Germany for up to 9 months to complete entrance requirements or attend assessment tests.

3. Language Course Visa

This visa is for students who want to attend a German language course in Germany with the intent of later enrolling in a degree program. It does not directly lead to a student residence permit.

Eligibility Criteria for Germany Student Visa

Not all applicants qualify for a German student visa under the same rules. The basic eligibility requirements are listed below.

• Admission letter from a recognised German university (for National Visa Type D)
• APS certificate verifying your Indian academic records (mandatory for most Indian applicants)
• Proof of financial means, either through a blocked account (Sperrkonto) with at least EUR 11,904 or a scholarship confirmation
• Valid Indian passport with at least 12 months of validity remaining after your scheduled return date
• Proof of language proficiency in German or English depending on the medium of instruction
• Travel health insurance for at least the first 3 months after arrival

If you are applying for doctoral, postdoctoral or master's studies in Germany, or if you have a full scholarship from a German institution, you can submit your visa application at VFS Global directly. If you are applying for bachelor's studies or preparatory courses, you need to apply directly at the German Mission (embassy or consulate).

Documents Required for Germany Student Visa

Getting your documents right is one of the most important parts of the Germany student visa application. Check the list of documents you need to apply for a German study visa.

Mandatory Documents

These are documents that every applicant must submit.

• Valid passport issued within the last 10 years, with at least 12 months of validity after your return date, and at least 2 blank pages
• 1 photocopy of the passport data page (A4 size)
• 3 biometric passport photographs meeting standard specifications
• Letter of admission from your German university (electronic version accepted)
• Cover letter (SOP) explaining your purpose of study, why you chose the specific university and program, and your future plans
• APS certificate confirming verification of your Indian academic records
• Copies of all academic certificates and transcripts (originals to be brought to the appointment)
• Blocked account confirmation showing a minimum of EUR 11,904 deposited
• Travel health insurance covering your departure date to the date of university enrolment (approximately 3 months)
• Proof of payment of study fees, if applicable

Language Proficiency Documents

Language proof is required based on the medium of instruction of your program.

• For English-taught programs: IELTS (minimum 6.0 or 6.5 band) or TOEFL score
• For German-taught programs: TestDaF, DSH, or Goethe-Institut certificate at the required CEFR level

Additional Documents (If Applicable)

Some applicants may need to submit extra documents depending on their situation.

• DAAD or other scholarship confirmation letter (if applicable)
• Letter from a relative in Germany (if staying with family for initial period)
• Work experience certificates (for MBA or specialised master's programs)

Note: You need to prepare two identical sets of all documents. Bring your original certificates to the VFS appointment as the consulate may verify them.

APS Certificate for Indian Students

The APS certificate (Akademische Prüfstelle) is a mandatory document for almost all Indian students applying for a German student visa. APS India is run by the German Embassy in New Delhi and verifies the authenticity of your Indian academic qualifications. You have to pay the 1-year tuition fee or put it into a non- blocked account.

Who Needs an APS Certificate?

Almost all Indian students need the APS certificate. The few exceptions include PhD candidates with international degrees or those who completed their prior degree outside India.

How to Apply for an APS Certificate

Follow these steps to get your APS certificate before applying for your visa.

1. Register on the APS India portal and fill in your academic details
2. Submit your academic documents for verification
3. Attend an academic assessment interview (in-person or virtual)
4. Pay the fee of INR 18,000 (approximately EUR 165)
5. Receive your APS certificate after successful verification

APS Certificate Timeline

The APS certificate takes between 4 and 8 weeks to process. Start this step as early as possible since you cannot proceed with the visa application without it.

Blocked Account (Sperrkonto) for Germany Student Visa

A blocked account (Sperrkonto) is a special bank account you open in Germany to show proof of financial means. It is one of the most important documents for your Germany student visa application. The money is blocked and released to you in monthly instalments after you arrive in Germany.

How Much Money Do You Need?

You need to deposit a minimum of EUR 11,904 in your blocked account before your VFS appointment. The monthly withdrawal limit is EUR 992. This amount covers living expenses only and does not include tuition fees.

Where to Open a Blocked Account

Recognised blocked account providers for Indian students include Fintiba, Coracle, and Deutsche Bank. Fintiba and Coracle can process your account entirely online within 3 to 5 working days.

Transfer the full EUR 11,904 in a single wire transfer if possible. Indian banks charge between INR 1,500 and INR 3,500 per transaction, and multiple small transfers can create a fragmented bank statement that visa officers may question.

Step-by-Step Germany Student Visa Application Process 

The Germany student visa application process has changed completely. It now follows a fully digital route through the Consular Services Portal before you visit VFS. Here is the complete process in order.

Step 1: Get Admission from a German University

The starting point is securing an official admission letter from a recognised German university. Without this, you cannot apply for a National Visa (Type D). The DAAD portal provides free counselling for students in many Indian cities if you are still shortlisting German universities.

An unconditional letter after the payment of a deposit in Germany most commonly refers to an Unconditional Admission Letter from a German university, which is mandatory to apply for a student visa.

Step 2: Apply for Your APS Certificate

Once you have your admission letter, apply for your APS certificate at APS India immediately. This step takes 4 to 8 weeks and is a hard requirement for most Indian applicants. Do not wait until you have all your other documents ready.

Step 3: Open a Blocked Account

While your APS certificate is being processed, open your Blocked Account. The amount of the blocked account is EUR 11,904. The account confirmation letter will be part of your visa documents.

Step 4: Prepare All Documents

Gather all the required documents listed above. Prepare two identical sets. Get your language proficiency certificates ready. If your course is in English, an IELTS certificate (6.0 or higher) or MOI letter will work. If it is German-taught, submit your TestDaF or DSH score.

Step 5: Register on the Consular Services Portal (CSP)

The new Consular Services Portal (CSP) at digital.diplo.de is where your application starts. It replaced the old VFS appointment booking system..

• Visit digital.diplo.de and register with a valid email address
• Select your visa type as "Study purposes" and subcategory as "CSP studies with APS certificate"
• Choose your nationality, country of application (India), and nearest VFS centre
• Fill in your personal details including name and passport number
• Fill in the travel data section: set purpose of journey as "Study", member state of first entry as "Germany", and main travel destination as "Study in Germany"

Step 6: Upload Documents on the Portal

After completing the form, upload scanned copies of all required documents directly on the CSP portal. The system will prompt you if any document is missing. Pay the VFS service fee of approximately INR 898 and upload the payment receipt as well.

Step 7: Wait for Pre-Review by the Consulate

Once submitted, the German consular authorities will review your documents before giving you a VFS appointment link. This pre-review stage is a key difference from the old process. The consulate checks your documents digitally and may ask for clarifications at this stage itself, reducing the chance of rejection later.

Step 8: Book Your VFS Appointment

Once the pre-review is cleared, the CSP portal will generate a VFS appointment booking link. Book an appointment at your nearest VFS centre for biometric data collection (fingerprints and photograph) and physical document submission.

You must apply at the German Mission that covers the state where you currently live, not your home state. Getting this wrong means your application will not be processed.

Step 9: Attend the VFS Appointment

Carry your original documents, two identical document sets, and the downloaded and signed visa application PDF to the VFS appointment. At the centre, you will submit your documents, give fingerprints and a photograph, and pay the visa fee in Indian Rupees via demand draft.

Step 10: Wait for Processing and Collect Visa

After your appointment, your application goes to the German immigration authorities (Ausländerbehörde) in Germany for final approval. The processing time is typically 4 to 12 weeks. Once approved, you will be informed to collect your passport with the visa sticker from the VFS centre.

Germany Student Visa Fee

The Germany student visa fee is a fixed amount set by the German government. Here is a full breakdown of what you should budget for.

The visa fee must be paid in Indian Rupees via a demand draft from a national bank, dated no more than two months before the appointment. Always check the current exchange rate just before your appointment as the INR amount changes. The visa fee is non-refundable even if the application is rejected.

Students holding a scholarship from a German public universities such as DAAD are exempt from paying the visa fee. Check your scholarship terms to confirm if this applies to you.

Germany Student Visa Processing Time

The Germany student visa processing time for Indian students typically ranges from 4 to 12 weeks after your VFS appointment. Under the new CSP system, processing times have reduced compared to the old method, which previously stretched to 6 months or more during peak season.

Start the entire process at least 4 to 5 months before your intended date of travel. If your course starts in October (German Winter Semester), begin by April at the latest. If your course starts in April (Summer Semester), begin by November.

What to Do After Arriving in Germany

Getting your visa is not the last step. Once you land in Germany, there are a few important things to take care of right away.

Convert Visa to Residence Permit

Your student visa (Type D) is usually valid for 3 to 6 months. Within this period, visit your local Foreigners' Authority (Ausländerbehörde) to convert it into a student residence permit (Aufenthaltserlaubnis). Bring all your original university enrolment documents to this appointment.

Register Your Address (Anmeldung)

All residents in Germany must register their address at the local citizens' office (Einwohnermeldeamt or Bürgeramt) within 2 weeks of moving in. Enrol at the University

Complete your university enrolment (Immatrikulation) and pay the semester contribution. Most German universities charge a semester fee between EUR 200 and EUR 400, which often includes a public transport ticket for the semester.

Work Rights in Germany

As an international student, you can work in Germany without a separate work permit within these limits:

• During the semester: up to 20 hours per week
• During semester breaks: up to 40 hours per week
