Germany is the top destination for Indian students in Europe, and the numbers make that clear. In the winter intake of Germany of 2025, around 59,419 Indian students were enrolled in German universities, making them the single largest international student group in the country. That figure has been growing year on year.
But before you start shortlisting German universities or programs, there is one thing that trips up a lot of applicants: not knowing the exact eligibility requirements upfront. Germany's system is structured differently from India's. The documents you need, the qualifications that count, and the certificates that are mandatory all of it needs to be sorted before you even send in an application.
This article talks in detail about the eligibility requirements to study in Germany for Indian students. We have covered requirements for both undergraduate and postgraduate levels. So check out the article before you apply for admission to German universities from India.

Academic Eligibility Requirements to Study in Germany from India
The first thing German universities check is whether your Indian qualifications meet their entry standards. This is formally called the Higher Education Entrance Qualification, or Hochschulzugangsberechtigung (HZB). It is the German equivalent of a university entrance qualification, and every applicant needs to satisfy it before anything else.
The quickest way to check if your Indian certificates qualify is through the anabin database (maintained by the German Standing Conference of the Ministers of Education) or the DAAD admission database. Both are official sources. Eligibility requirements in Germany are the same as admission requirements.
Undergraduate (Bachelor's) Eligibility for Indian Students
To qualify for a Bachelor's degree program in Germany, Indian students need to meet one of the following conditions:
- School-leaving qualification (Class 12 / Pre-University Exam) with 50% or above, plus at least one completed academic year at a recognised Indian higher education institution. This qualifies you for merit-based admission. Or,
- School-leaving qualification with below 50%, but with both parts of the IIT Joint Entrance Examination (JEE Main and Advanced) completed, this gives subject-restricted eligibility for technology and natural science programs.
If your school-leaving certificate does not meet these thresholds, you may still be eligible for a Studienkolleg, a one-year preparatory course followed by the Feststellungsprüfung (assessment test) that can qualify you for entry.
Postgraduate (Master's) Eligibility for Indian Students
For a Master's degree in Germany, the qualification bar depends on the length of your Indian bachelor's program:
- 3-year Bachelor's degree qualifies for direct subject-restricted admission (same or closely related field as your undergraduate degree).
- A 4 to 4.5-year Bachelor's degree qualifies for general admission across any subject area in Germany.
Some Master's programs also carry subject-specific prerequisites; for example, an engineering program may require a minimum number of credit points in mathematics from your undergraduate studies. Always check the individual program page.
MBA Eligibility in Germany for Indian Students
MBA requirements are broadly similar to a regular Master's, with two additional considerations:
- Work experience: Most MBA programs in Germany require 1 to 3 years of relevant post-graduation work experience, particularly for Executive MBA tracks.
- GMAT or GRE scores: Though it is not as common in Germany as in the US or UK, yet GMAT and GRE are required.
PhD Eligibility in Germany for Indian Students
Doctoral studies in Germany have a slightly different entry structure. PhD eligibility requirements in Germany include:
- Master's degree (or equivalent) recognised by a German university of application.
- Research proposal aligned with the preferred supervisor's area of work.
- Along with this, also submit SOP, CV, and LORs from professors.
- A copy of your Master's thesis.
One important difference: the APS certificate is NOT required for PhD applicants from India. This is an exception specifically for doctoral and postdoctoral applicants.

Is APS Certificate Mandatory for Indian Students Applying to German Universities?
Yes, the APS (Academic Evaluation Centre / Akademische Prüfstelle) certificate is mandatory for all Indian students applying for Bachelor's or Master's programs in Germany. It is not optional, and you cannot skip this step.
The APS certificate verifies the authenticity of your Indian academic documents. You submit your transcripts and certificates to the APS India office in New Delhi, which reviews them and issues a certificate confirming their legitimacy.
This process takes time, so apply for it before you begin university applications, ideally several weeks in advance. More details are available on the official APS India website at aps-india.de.
Language Requirements for Indian Students Applying to German Universities
Germany offers programs in both German and English, so the language requirement depends entirely on the program you are applying to.
German-Language Programs
Most Bachelor's programs are taught in German. If you apply for a German taught course, then you will have to show language proficiency by submitting certificates of:
- DSH (Deutsche Sprachprüfung für den Hochschulzugang) - most commonly accepted.
- TestDaF (Test Deutsch als Fremdsprache) an internationally recognised German proficiency test for academic settings.
- Goethe Institut Certificates (C1 or C2 level).
- DSD II (German Language Diploma, Level 2).
Most programs require at least a B2 level, though many require C1 on the CEFR scale. Check each program's specific requirement.
English-Language Programs
Taught-in-English programs are far more common at the Master's and PhD levels. Accepted certificates include:
- TOEFL iBT is widely accepted across German universities.
- IELTS Academic usually requires a band score of 6.5+.
- Cambridge English Certificates FCE, CAE, or CPE.
As with German programs, the minimum level varies based on German university and program level. B2 to C1 (CEFR) is the general range. Some universities may waive this requirement if your previous degree was taught entirely in English.
Other Requirements for Indian Students to Study in Germany
Beyond academic qualifications and language certificates, the German application and visa process requires several additional documents. Here is what to prepare:
Proof of Financial Resources
German immigration authorities require proof from you that you have financial backup for studying and living. For 2026, the minimum amount is €11,904 per year (€992 per month). The most reliable way to show this is through a German blocked account (Sperrkonto). The blocked account in Germany releases €992 every month while you are studying in Germany.
Alternatively, accepted financial proof includes:
- German/EU scholarship confirmation,
- Formal guarantee letter (Verpflichtungserklärung) from a German sponsor, or
- Bank guarantee.
German Student Visa (National D-Visa)
Indian students need a German student visa (Type D) to pursue a full degree program in Germany. You need to apply at the German consulate or embassy located near your place of residence in India.
German embassies or consulate offices are located in New Delhi, Mumbai, Chennai, Kolkata, and Bengaluru. German student visa processing can take up to 25 days, so apply as soon as you receive your admission letter.
Accommodation for Indian Students
Within two weeks of arrival in Germany, you must go and register your residence address at the respective Resident's Registration Office. Thus, it would help if you found yourself a long-term place to stay within that period.
There are several kinds of student accommodation available in Germany, such as student dormitories, WGs, and private apartments. At an average of €410 per month, rent becomes the most costly aspect of life for students. It is best to search for accommodation early enough before your expenses run up.
The average costs of rent for different forms of accommodation include:
- Student dormitories (€266.83),
- WGs (€363), and
- Private apartments (around €820).
Health Insurance
A valid health insurance is mandatory for everyone in Germany. For a student visa appointment, travel health insurance is enough for interim proof. Once landed in Germany, most students under 30 qualify for public (statutory) health insurance with monthly premiums starting from €140. Students over 30 years are directed towards private health insurance.
Expert Advice - Ft. Shiksha Study Abroad Counsellor
A piece of advice from our Shiksha Study Abroad Expert, Chandra Prakash Jha, on eligibility requirements for Germany. As per his experience spanning 15+ years of helping students studying in Germany from India, he shares some key insights:
German universities do not vertically evaluate students, based on listed requirements. Their evaluations are horizontal. Every single experience, background and academic credential matters. Even if you spent 3 years in a top company but you have a gap year and have forgotten what you have studied, then this can backfire your dreams of German education. Try to have B2 level of German language proficiency because ofcourse you will target a long term stay there with study. So don't go line by line of eligibility requirements, just know how to do to justice to it so that you get enrolled!
So, before you think of applying to German universities, keep his words in mind and then shortlist universities for studying.
How to Enrol at a German University to Study?
Enrollment should take place after you come to Germany at your desired university. You must enrol at your university in Germany once you come to Germany. To do that, you must visit the Student Affairs Office and give the necessary documents. This process will give you your university ID for multiple purposes.
Know how you can get enrolled in a university in Germany:
- Fill out the online/print application for enrollment.
- Make sure that you have your valid passport with you.
- Pay the semester fee (usually from €150 to €350).
