What is Provincial Nominee Program (PNP) Canada and How it works?
PNP Canada full form refers to Provincial Nominee Program. PNP Canada is a Canada PR program meant for those who possess certain skills, education and work experience that can allow them to contribute to the economy of a specific province. These people must be willing to live in that province. Each province that offers Provincial Nominee Program has its own requirements and it targets students, businesspersons, skilled workers, and semi-skilled workers. There are two processes for PNP Canada: PNP Canada Non-Express Entry Process and PNP Canada Express Entry Process.
PNP Canada Non-Express Entry Process
Under the PNP Canada Non-Express Entry Process, applicants need to take care of the following points:
- Check if you meet the eligibility requirements.
- Apply to the province under the non-Express Entry stream.
- If you are nominated by that province, you can apply for Canada PR online.
- You are required to get a medical examination and a police check. Please note that your medical test results are valid for 12 months only. You need to come to Canada as a permanent resident within 12 months. In the case of a Police Clearance Certificate, you can apply at your local district police station, passport office, Indian embassy or consulate, or BLS International Centre.
- As the name suggests, Non-Express Entry Process for PNP Canada will take a longer time.
PNP Canada Express Entry Process
There are 2 ways to apply for the Provincial Nominee Program through the Express Entry Process:
- You can contact the province to apply for your nomination under the Express Entry stream. If the province agrees, you need to create an Express Entry profile and show your nomination.
- In the 2nd method, you need to create your Express Entry profile before contacting any province. Once your profile has been created and if any province considers it, you will receive a “notification of interest” from that province. Then, you need to contact that province and apply to its Express Entry stream. Once you have been nominated, you will receive a nomination certificate.

Alberta PNP Eligibility
The following points will give you a brief overview of Alberta PNP eligibility for different PNP programs:
- Alberta Opportunity Stream: For those who live and work in Alberta and have a job offer from an Alberta employer.
- Alberta Express Entry Stream: This is meant for qualified candidates with an Express Entry profile. Accelerated Tech Pathway provides expedited processing for Tech workers.
- Rural Renewal Stream: Candidates need to have a job offer from an Alberta employer. They are required to work in a designated rural Alberta community.
- Rural Entrepreneur Stream: An Expression of Interest (EOI) needs to be submitted by entrepreneurs who wish to start a business or buy an existing business in a rural Alberta community.
- Graduate Entrepreneur Stream: This is meant for international graduates, who wish to pursue entrepreneurship, at approved Alberta post-secondary institutions.
- Farm Stream: This is for experienced farmers who plan to buy or start a farm in Alberta.
- Foreign Graduate Entrepreneur Stream: As the name suggests, this is for foreign graduates who wish to pursue entrepreneurship in Canada.
British Columbia PNP Eligibility
The following points will give you a brief overview of British Columbia PNP eligibility for different PNP programs:
- BC PNP Tech: Under this program, British Columbia tech employers can recruit international talent if local skilled workers are not available. This route does not require a Labour Market Impact Assessment (LMIA).
- Economic Mobility Pathways Pilot (EMPP): It is meant for helping employers in finding skilled refugees.
- Entrepreneur Immigration: It provides Canada PR for investment-ready entrepreneurs with business expertise.
- Priority Occupations: People who belong to certain occupations are invited to apply in periodic targeted draws. These occupations include tech, healthcare, childcare, and others.
Manitoba PNP Eligibility
Manitoba has the following Provincial Nominee Programs:
- Skilled Worker Stream: This is meant for skilled workers who can showcase a strong potential of becoming economically established in Manitoba. They must establish a connection with the province through employment, education, work, exploratory visits, family ties, or social ties.
- Entrepreneur Pathway: This is meant for entrepreneurs who have at least 3 years of full-time work experience and a net worth of at least CAD 500,000.
New Brunswick PNP Eligibility
New Brunswick has the following Provincial Nominee Programs:
- New Brunswick Skilled Worker Stream: This PNP program is meant for those who have a genuine offer of employment from a New Brunswick Employer and have the intention to live and work in New Brunswick.
- New Brunswick Business Immigration Stream: This economic immigration pathway is for experienced entrepreneurs who want to establish a new business or operate an existing business in New Brunswick.
Newfoundland and Labrador PNP Eligibility
- Newfoundland and Labrador province offers various PNP programs such as Express Entry skilled worker, skilled worker, international graduate, priority skills NL, international entrepreneur, and international graduate entrepreneur. Each program has its own eligibility criteria that include a job offer, intention to reside in the province, etc.
- Applicants will be assigned a dedicated immigration officer who will explain all the PNP requirements.
Northwest Territories PNP Eligibility
Applicants can note the following Provincial Nominee Programs offered at Northwest Territories:
- Business Stream: This is meant for Canada PR applicants who want to start a business or invest in a business in Northwest Territories. If a person is investing within the Yellowknife region, he/she must commit to a minimum investment of CAD 300,000. In this case, net worth must be at least CAD 500,000. Outside of Yellowknife, an applicant must commit to a minimum investment of CAD 150,000. In this case, net worth must be at least CAD 250,000.
- Employer-Driven Stream: In this case, candidates need to have an offer from an NWT employer.
Nova Scotia PNP Eligibility
Here is an overview of Nova Scotia PNP eligibility:
- Entrepreneur Streams: Candidates, who wish to apply through one of the Nova Scotia Entrepreneur Streams, need to contact the Nova Scotia office.
- Provincial Nominee Program: For this route, candidates need to get a job offer and other related documents from a Nova Scotia employer. Then, they need to submit their application to Nova Scotia Labour, Skills and Immigration (LSI). After this, they will receive their nomination.
- Atlantic Immigration Program: If you get a job offer, from a designated Nova Scotia employer, your employer will submit an endorsement application to Nova Scotia Labour, Skills and Immigration (LSI). LSI, then, will endorse your position.
Ontario PNP Eligibility
Ontario’s Provincial Nominee Program is also called as Ontario Immigrant Nominee Program (OINP). Here is an overview of OINP:
- Foreign Worker Stream: This is for a skilled foreign worker who has a job offer in Ontario.
- International Student Stream: This is meant for a recent graduate who has a job offer in Ontario.
- In-Demand Skills Stream: This is for foreign workers in an in-demand occupation with a job offer in Ontario.
- Masters Graduate Stream and PhD Graduate Stream: These are for those who have a Master’s degree or a PhD degree from an Ontario university.
- Human Capital Priorities Stream: This is meant for those who have the required skilled work experience, education and language abilities.
- Skilled Trades Stream: To be eligible for this, you need to be a foreign worker with Ontario work experience in an eligible skilled trade.
- French-Speaking Skilled Worker Stream: This is for French-speaking foreign workers with strong English language skills.
- Entrepreneur Stream: It is for those who want to establish a new business or buy an existing one in Ontario. It operates through an Expression of Interest (EOI) system.
Prince Edward Island PNP Eligibility
Prince Edward Island offers various Provincial Nominee Programs. These include Atlantic Immigration Program, Intermediate Experience Stream, International Graduates, Entrepreneur’s program, etc. Each program has a different eligibility criterion such as certain skills, minimum work experience, certain age limit, etc.
Saskatchewan PNP Eligibility
Saskatchewan Immigrant Nominee Program (SINP) offers various programs that allow a person to obtain a Canada PR. These programs include International Skilled Workers, Workers with Saskatchewan Work Experience, entrepreneurs, and Farm owners and operators. Applicants can apply through the SINP's online application system, OASIS.
Yukon PNP Eligibility
In order to be eligible for Yukon Nominee Program you must have a full-time and year-round job offer from an eligible Yukon employer. The various Yukon Nominee Program Streams include critical impact worker, skilled worker, express entry, and Yukon community program.
