It refers to the term used when an exam does not get cleared in the first attempt. So, to obtain your degree, you need to re-appear for the exam of that particular subject, in which you have a backlog.

If you do not have a backlog, then there are chances that the universities will not give you a backlog certificate. However, the US universities can ask you for a zero backlog certificate.

3. Time Taken to Clear the Backlogs / Repeated Backlogs
