10 Cheapest Universities in Germany for Indian students

When we say Cheapest, we refer to Public Universities in Germany. These institutions charge zero tuition fees and have a very low Semester fee. It means you just need to pay the semester contribution and not the tuition fee. Here are the top 10 universities in Germany where you only pay a small administrative fee.

University Name Tuition Fee (Non-EU) Semester Contribution (Mandatory) Approx. Cost in INR
FAU Erlangen-Nuremberg €0 €72.00 INR 6,600
LMU Munich €0 €85.00 INR 7,800
University of Augsburg €0 €164.25 INR 15,100
RWTH Aachen University €0 €313.67 INR 28,900
University of Cologne €0 €334.70 INR 30,800
University of Hamburg €0 €335.00 INR 30,800
Free University of Berlin (FU) €0 €358.80 INR 33,000
TU Berlin €0 €360.49 INR 33,200
University of Bonn €0 €330.00 INR 30,400
University of Stuttgart €1,500 €170.00 INR 1,53,600

Note: Semester fees usually include a "Semesterticket" for free local public transport.

The University of Stuttgart is in Baden-Wurttemberg. It charges €1,500 tuition per semester. It is listed here because it is still cheaper than private colleges, but it is not "free" like the others. Also, as of 2026, the Technical University of Munich (TUM) charges tuition fees for non-EU students, so we have excluded it from this "Cheapest" list.

Why are The Semester Fees Different?

The semester fee varies because of the Public Transport Ticket (Semesterticket). Universities in Berlin and NRW (like Aachen and Cologne) charge more ( €300) because they give you a ticket valid for the entire state’s transport network, which is a huge money-saver in the long run.

Most Affordable Tuition Fees for Indian students in Germany

To plan your budget accurately for 2026, you must understand the three categories of costs in the German education system.

Universities with Zero Tuition Fee (Most Common)

In 15 out of 16 German states, public universities are funded by tax money.

  • Tuition Cost: €0.

  • You Pay: Only the Semester Contribution (EUR 70 - EUR 350 per semester). Administration costs and, usually, a Semester Ticket for free public transport (bus/trains) in the city.

  • Best For: Students on a tight budget who have good grades (admission is competitive).

Universities Charging State Fees

Since 2017, the state of Baden-Württemberg charges international students (Non-EU) a mandatory tuition fee. This applies to famous universities in Heidelberg, Stuttgart, Karlsruhe, and Mannheim. It affects Indian students too.

  • Tuition Cost: EUR 1,500 per semester (Approx. INR 1.35 Lakhs).

  • Total Year Cost: INR 2.7 Lakhs.

  • Is it affordable? Yes, compared to the US or UK, this is still very cheap for the high quality of education you get.

New Rules Category (TUM Bavaria)

A major change happened recently. The Technical University of Munich (TUM), one of Germany's top-ranked institutes, has started charging tuition fees for students from outside the EU. So, Indian students who want to study here, need to pay the tuition fee. Still affordable than universities in USA, UK, and Canada.

  • Bachelor's Fee: EUR 2,000 - EUR 3,000 per semester.

  • Master's Fee: EUR 4,000 - EUR 6,000 per semester (Approx. 3.6 Lakhs - 5.4 Lakhs).

  • Warning: If you are applying to TUM for 2026, do not expect free education unless you find a specific scholarship waiver.

Free Tuition in Germany: The Reality Check

"Free tuition" is a massive relief, but it does not mean your life in Germany will be free. You need to understand the Blocked Account requirement. For the year 2026, the German government requires every international student to show proof of financial resources. This is done by depositing a specific amount into a German bank account (like Expatrio, Fintiba, or Coracle).

  • Required Amount (2026): EUR 11,904 per year.

  • Monthly Payout: You get back EUR 992 every month for your expenses.

  • In Indian Rupees: You need to deposit roughly INR 10.8 Lakhs to 11 Lakhs (depending on exchange rates) before your visa interview.

This money is yours. It is not a fee. It is used to pay your rent and buy food for one year. But you must have this liquid cash available to get your visa.

Popular Private Universities in Germany (With Low Tuition)

If you have low grades or want to avoid the language barrier of public universities, private universities are a good option. They are easier to get into but cost money. Here are some of the most affordable ones:

  1. Berlin School of Business and Innovation (BSBI):

    • Focus: Management, Marketing, Hospitality.

    • Fees: Approx. EUR 7,000 - EUR 10,000 per year.

    • Why: Located in Berlin, with good career support.

  2. University of Europe for Applied Sciences (UE):

    • Focus: Art, Design, Tech, Business.

    • Fees: Approx. EUR 11,000 - EUR 13,000 per year.

    • Why: Very practical, modern campuses in Hamburg and Berlin.

  3. IU International University of Applied Sciences:

    • Focus: Data Science, MBA, AI.

    • Fees: Varies significantly; online degrees are very cheap (EUR 2,000 - EUR 4,000/year), while on-campus is higher.

    • Why: extremely flexible intake (start anytime).

  • Practicality: German Universities of Applied Sciences (Fachhochschule) do not just teach theory. They force you to do internships. You graduate with work experience.

  • English Options: While Bachelor's degrees are mostly in German, there are over 1,500 Master's programs taught entirely in English.

  • Travel: Your student visa allows you to travel to 29 Schengen countries (France, Italy, Swiss, etc.) visa-free.

Studying in Germany is a life-changing decision for you. It does not have to empty your parents' bank account. By choosing the right public university and planning your budget around the €11,904 Blocked Account, you can get a world-class degree for a fraction of the cost compared to the USA or UK.

A:

No this is not 100% true. Public universities in the state of Baden-Württemberg charge €1,500 per semester. The most famous TUM now charges EUR 1500 for international students.
