ETS, the agency responsible for conducting the English language ability tests has ended its partnership with UK visa-issuing authorities. This means TOEFL is no longer an accepted qualifying test for UK visa issuing purposes. This announcement comes in the wake of the fraud controversy where ETS was involved.
An important announcement was posted on ETS official website quoting "Following the broadcast of a BBC Panorama program in February 2014 which highlighted an organized criminal element seeking to circumvent the U.K.'s visa-granting process, ETS has made the decision not to extend our Secure English-language Testing (SELT) license with the Home Office. As a result, TOEIC and TOEFL iBT testing will no longer be offered for U.K. visa-granting purposes".
The website of UK for International Students Affairs (UKCISA) was also quoted as saying "The Home Office has instructed the Educational Testing Service to suspend its TOEIC and TOEFL testing in the UK due to potential concerns regarding fraud. The Home Office has also suspended processing student immigration applications in the UK that include Educational Testing Service qualifications, while it investigates." There is no passing or failing marks in TOEFL exam. There is own minimum TOEFL score requirements for each university. Generally, a TOEFL score of 90 is considered average, while anything above 100 is regarded as good.
