Both have high scope. But I would suggest u to go 4 php as it has comparatively more job oppurtunities. and once u learnt php, and u need to work on python you can always learn it. its just syntaxs u need to learn.
Learning any one programming language, completely is a better idea. However, you should know the basics of at least 3-4 other languages. It's easier when you've mastered even one. Be a jack of all and a master of at least one.

Little bit coding and programming knowledge is always good but considering your question if you would like to start your career in development and programming then learn Java and later on go for Python, Node js and Anjular js because they are the future.

PHP is a good option and also most of the local companies in Pune work on PHP. This is my personal experience because every company in which I gave the interview works on PHP. Some of the MNCs also work on PHP.
