Hi,
If you are a student and you want to finance your own studies, you can take a student loan. You can also work part time and earn a side income while you study. If not, you can work for few years, save money and then invest that money in your education or you can opt for part time courses where you can earn and learn at the same time.

(#1) Only PCB wouldn't help. Some entrance exam requires maths as a mandatory subject also because of the huge involvement of physics, mechanics and astronomy.
