If you get CSE in VIT and work hard then you will get success. If you really want to pursue your engineering in top colleges like IITs, IIITs and NITs then you may consider a drop of one year for preparation. University wise, DU and IP but course wise engineering and B.Sc. Hence the suggestion is to go for biochemical engineering from IPU because it's value advantage is almost same as like DU. This engineering field gives you edge in this field. Good Luck. Upvote the answer if you feel satisfied.
