Scholarship entirely depends on university. You need to score exceptionally well I.e. in GRE 330 and TOEFL 110 or above so that chances of getting scholarship is high.

You must retake the IELTS or check with the universities for pathway programmes. Most importantly you must check your Bachelor's degree grades, check the university websites for admission requirements and see if you have the required scores and other criteria and apply accordingly.

Unfortunately, the answer will be 'no' because 3-year Bachelor's degree is not widely accepted by universities. Also, M.Sc programs are very very competitive. Check for options in Australia, France, NZ etc where they accept the three-year degree.

The universities abroad may have their specific entrance exam. For the particular course which you want to study, there is no generalized exam. It also significantly depends on the country of your choice. Studying in USA may require you to give the GRE. Universities in UK don't generally require the GRE but they require upper first class in your Bachelor's degree. Candidates with upper second class are also considered but overall they must have decent academic percentages. IELTS is a huge requirement. To appear in UGC NET exams, you should have a master degree, only then you are eligible to appear in UGC NET exams.
So, if you have scored at least 55% marks in Master's Degree Or Equivalent Examination in Humanities and Social Sciences, Forensic Science, Environmental Science, Computer Science and Applications, Electronic Sciences, etc. then you are eligible to appear for UGC NET examination.

I will prefer you to go for MS but in USA because after completion of your MS in UK, you will not be able to get a work visa there. So, you will not be allowed to do the job there. It takes lots of paper work if you want to.
