Chances are dicey that a top ranking university will admit you. GMAT or GRE is generally not waived under any circumstances depening again on the county and university. There are European countries not requiring these tests however an English language proficiency test must still be given.

It is simply impossible to get admission into a top-ranked college for a full time MBA program without appearing for any entrance exam(s), clearing the necessary cutoffs and performing well in the interview rounds (if shortlisted for it).

You can apply for CAT MAT XAT SNAP CMAT. CAT is the most common entrance exam. XAT SNAP is for getting into Xavier's and Symbiosis respectively. There are also many more colleges which accepts MAT as well.

Most of the good B-schools in India require you to give an entrance exam like CAT, GMAT, MAT etc. and use these exam scores as a screening for candidates. However, there are some good B-schools outside India where you can apply without any test scores.
