You can take CAT even after 12th grade but there is no point of doing so because the score of CAT is valid for just one year (unlike GMAT/GRE).
Since you can't do Post graduation (MBA) before completing Undergraduate studies, there is no point in taking CAT after 12th. But I agree that after 12th you will be my better at Math/Quantitative aptitude and better equipped to handle quant section in CAT.
Preparation tips can be really long and how well you can follow the documented tips will vary from person to person so I will suggest you start with the basics and a mock test of SAT and TOEFL to understand your areas of weakness and strengths. Research firstly on TOEFL and SAT score requirements of various universities. Experts say that the SAT is more in favour of verbally inclined students, so read a lot , learn new words.However this does not indicate the math section is easy so learn short cuts and tricks. It's good that you want to start your JEE Mains and Advanced preparations from 11th standard. That means you have 1 year to prepare for these exams.
The 11th class syllabus covers 40% marks in the IIT JEE exam. So, you have the chance to hold a good command over these topics from now onwards. So, when you will be class 12th, you have to study that syllabus only for JEE exam.
