Go for the JEE Mains counselling and check whether the name of the college is present in the Mains list and then if it matches your rank, go for it if your rank is nearby. Wait for the last round of counselling. Do not leave a seat.

I understand your concern as you didn't get required score in JEE so it's hard to get admission in a good government college but don't worry you can find a better option in a private college/university. I would like to suggest you to pursue civil engineering from UTM Shillong.

Yes, you can surely get CSE but the colleges may not be good. I would suggest you to apply in SRM or VIT by giving their exams.

To get into COEP you need to get at least 98 and above percentile. One of my fellows is doing B.Tech in metallurgy form COEP he had 97.21 percentile. He got into that college in institute level round. So to get into good branches like CS/IT/MECH you need to work hard at least score 99+ percentile to get into those branches. To get into CS/IT You'll have to atleast score 99.92+. As in lot of good and old government colleges CS/IT cut off goes above 97 to 99 percentile.
