I would suggest you not to practice a topic for more times if your concept in that particular topic is clear, you should practice more questions on the topics were you are weak or you take more time than the required time, I will also suggest you to keep track of your problem solving time to check that you do not consume more time. In your first year, you would be studying the basics of physics, chemistry, maths and the other subjects related to your branch.
So you would not be able to prepare for GRE as the questions are highly technical and related to your branch.
It will be ideal to prepare for GRE from the second year.

Current Affairs: The Hindu Newspaper + Daily current affairs through any good online website (bankers adda, Mrunal, Insight, etc.). Also, focus on business, sports, international, national, etc. news
Static GK: A basic knowledge of History, Geography and Sciences will suffice.Try to focus more on Indian history. The world history questions are rarely asked. In geography, the emphasis should be laid on world and Indian geography. For science, please focus more on the day to day general science questions. Also, give due weightage to Inventors, discoveries and past Nobel prize winners etc.

2. Learn the list of most frequently used words.
3. Solve previous year questions.
4. Make a habit of reading every day to grasp a strong hold on how sentences are formed.
5. Increase your reading speed as well as efficiency.
Generally, it depends on the fact that how strong are your basics I.e till 10th. Mathematics and all.
If that's fine and you believe you are strong in basics.
You can have some time for you.
Else, it is suggested that you may join in the first year itself.
mostly students tend to join it by the end of 2nd year or 3rd year starting.
Anyway. there no set rule for this.
But it is good that you join it.
