There is no eligibility, but a student must be in their class 11th or 12th. You can take TOEFL anytime during these two years or even after.

There are some building blocks for TOEFL such as - Grammatical accuracy, Vocabulary, Interactive Skills, presentation skills in both writing and Speaking. As for reporting, the scores will be reported to the selected university everytime you take the test. However, the best score from both the attempts will be considered by the universities. It is very much similar to the concept of betterment exams in India.
