Rather than a university, its the country you should be asking about. As far as low cost of education and cost of living is concerned, check Germany, Spain, Italy, Belgium, Norway, Russia, Ireland, Poland, Philippines, Canada, Australia, Singapore and Hong Kong, etc.
Enroll in other Science related courses. But, focus on emerging fields where career prospects are there, like Cosmetic Science, Food Preservation & Packing Technology. A simple B.Sc Degree will not be sufficient to develop a career. You can also go for MBBS abroad from Medical Council of India approved Medical Colleges. This is extremely popular and every year thousands of students opt for this instead of wasting a year.
