The CAT exam comprises of 3 sections and you are given strictly 1 hour for each section. Therefore there is no question of dividing time across sections. However, if you are enquiring about dividing time within each section, then I would suggest that it is important to divide equal time to all parts of the section and not miss out on say the last few questions of the paper because you took more time initially. Firstly, you can download CAT syllabus and after that, focus on your weak point after that purchase book and last year question papers and start preparation.

Preparing for GATE is a good option. It all depends on your interest whether you are willing to pursue BE or B.Sc.

Don't worry about the things you can't really change. Although, you will be at disadvantage, because of low scores in the past. You can offset it with scoring higher percentile in CAT and get admission in one of the top 10 institutes. All the best.

In NATA, basic drawing skills, stroke confidence, your aptitude skills are checked.
