To be very honest, life doesn't end without getting into an IIT. So if you want your brother to start a fresh with B.Tech. In IIT I'd say, it's really not a good option. Answering the question, first of all IITs do not entertain mid program joining so he'll have to start fresh. Second, if he really wants to enter IIT whatsoever then he should prepare for the JEE Mains and Advanced, get a rank and Kudos. He is in IIT. But he still has to fight, life is no simpler in IIT and the struggle is real.

There is no specific required time for preparation. It depends from person to person and his/her ability to grasp concepts.
For majority students, I'd recommend joining a one year program at a proper coaching center. It typically starts around August, September and coaches you till the exam next year.
Make sure that you give all their mock tests and analyze the results as well (where you went right, where you went wrong). That always help you find your strengths and weaknesses and thus tackle your main exam accordingly.

For Masters, you have to crack the entrance exam, you can pursue Masters in finance or marketing wherever your interest lies but having a B.Com background, you would have basic finance related knowledge which you could apply in MBA in finance. Getting into top B-Schools should be your priority.
