In a majority of universities, the eligibility criteria for M.Phil is a post graduation degree. Engineering graduates are advised to do M.Tech Ph.D.
It is quite difficult to get a seat at PEC, you have to score minimum 110 mark to get a seat.
<p>With a CRL rank of 2,60,251 IN JEE Mains getting admission in CSE or AI branch is difficult, but you can consider some lower colleges, state government colleges or some private institutions. EWS category may also help you.</p><p>If you find it difficult to get admission due to your JEE Main score, you can look for colleges offering direct admission for the same.</p>
It should either be statistics or computer Science. But, I would suggest you to go for statistics as it has more opportunities.
Both are different colleges, MAEER'S MITCOE-Pune is a private college and affiliated to Savitribai Phule Pune University (formerly Known as Pune University). While MITWPU is a private state university established under Government of Maharashtra act. The course fee for both of colleges is as under.

If you pursue B.Sc (Nautical Science) in the officer cadre, it will lead you to become the captain after 5-7 years of experience.
Except for marine engineering candidates, others have to undergo 10 months pre-sea training which is offered by many institutes and port trusts or recruiting company itself. After that, you will be appointed as a 5th or junior engineer. It will take 5-7 years depending on your abilities to become a 'chief engineer'.

It’s very nice to see your dream of studying in COEP. It’s perhaps the best ranked government college with huge reputation. But admission here is based on MHT CET and not on JEE. Hence I would advise you to study well for this entrance to ensure good ranking which in turn will get you admission here.
Yes, anything is possible. You can do anything. It would be better to go for IT jobs for as I think, you are a fresher.
