It depends whether you have Uttarakhand domicile or not as 85 % seats are reserved for Uttarakhand bonfire students and out of left 15% seats I. e around 15% of 75 = 15 seats some are reserved for obcs, scs, sts of All India. So chances are less but still give it a try.

Both are different colleges, MAEER'S MITCOE-Pune is a private college and affiliated to Savitribai Phule Pune University (formerly Known as Pune University). While MITWPU is a private state university established under Government of Maharashtra act. The course fee for both of colleges is as under.
1. MITWPU B.Tech CSE course fee Rs 11.80 Lacs ( Rs 2.95 Lacs per year).
2. MAEER's MITCOE B.Tech CSE course fee is INR 6.20 Lacs (Rs 1.55 Lacs per year).

You can join directly after B.Tech.
If you pursue B.Sc (Nautical Science) in the officer cadre, it will lead you to become the captain after 5-7 years of experience.
Except for marine engineering candidates, others have to undergo 10 months pre-sea training which is offered by many institutes and port trusts or recruiting company itself. After that, you will be appointed as a 5th or junior engineer. It will take 5-7 years depending on your abilities to become a 'chief engineer'.

It’s very nice to see your dream of studying in COEP. It’s perhaps the best ranked government college with huge reputation. But admission here is based on MHT CET and not on JEE. Hence I would advise you to study well for this entrance to ensure good ranking which in turn will get you admission here.

MSIT is good in both CSE and ECE. BVP is good in CSE, I am not very sure about ECE from BVP. So, I think you can fill your choices now.
