You have done Diploma in Computer Science. Now, lateral admission is normally given in an engineering course in that admission is given directly into second year of engineering. But, as you are desirous of doing B.Sc in a related topic, I am afraid the facility of lateral admission is not available to you, since it is only available for engineering degree courses.

As far as CSE is concerned, Placements and internships are very good. The highest Stipend was offered by GS I. e INR. 75k and the highest package was by Arcesium I. e INR. 34 lacs per annum. A large number of student receive PPO from companies like GS, JP Morgan, Amazon, SanDisk etc. Top packages are INR. 34 lac, INR. 27 lacs and lacs 22 lac by Arcesium, Amazon and GS respectively. ECE from BIT, Jaipur a much better option compared to CSE from DIT, Dehradun because of various reasons.
The placement in ECE is good enough. The lab facilities are good enough which is very much useful.
The most important point is that the degree which would be given to graduate will be of BIT, Mesra not of BIT, Jaipur as Jaipur is an extension center of BIT, Mesra.
BIT, Mesra is one of the most renowned universities of India.

As Admission is through Tamil Nadu Engineering Admissions (TNEA) counseling guidelines based on marks obtained in class 12th final examination.

Try if you can get into NIT with this rank. May NIT, KUK, if you have some reservation as well. Or some low rank NITs.
Then next you can try for colleges under IPU. If you get a good college there, then you go for it.
In case both of above do not work for you, then you can again go for colleges on the basis of JEE score. Like YMCA Faridabad and similar government colleges.

In CSE, you will get to know about the software building and web development but in ECE, you will get to know how to make electrical appliances and the communication system.

Yes, you can but it mainly depends on the rank. You will surely get one if there is an NIT in your home state. Even without hone state you will get it. I studied at NIT Kurukshetra
My friend's rank 6Lacs. Plus ST plus home state he got CS in my college
