HIT is taking admission through JEE mains. You have to participate a separate counseling for HBTU. For CSE, cut off for general category is around 13,042(first round). 16,894(second round), 18,213( third round).
These cut off only for catagorywise with no quota like Girls quota, Physical handicap etc.

You can try for your home state NIT and some low rank NITs. You might get a seat there. If you don't, then go for IIITs and GFTIs. You will surely get a seat there.

Yes, you can get admission in any engineering college by giving huge amount of money, but I don't think that's kind of a good idea and most of the colleges are having eligibility criteria as 60% in PCM. There are many options other than engineering which you can go for, or if you are determined for engineering.

As per your rank, you will not get any colleges via JOSSA because JOSSA have only govt. funded institutes, however, you may look forward for JIIT, Noida as you may get some good branches there.
The placements are very similar in the colleges mentioned, this is because all three are in Bangalore and the same companies visit these campuses to recruit students. You may have an odd company visiting only one of these campuses but the average salary is the same and the same profiles are offered at all of them. But RVCE ranking is high compare to MSRIT

It depends upon colleges to colleges. Good government colleges will have the least fees and the private ones will have the most fees. Also, every college whether it be government or it be private the highest fees is of computer science only and then goes on decreasing with IT and the ECE.
NIT Jalandhar is a better option in comparison to Thapar university in term of Return On Investment for doing B.Tech CSE.
