Okay that should not discourage you since the states do not follow this and I am sure your state also would have plenty of colleges which are offering Computer Science as a branch. Lateral entry is specifically for Diploma students if you are already pursuing engineering then it will be referred to as a college change.
And college change or university change after the first year is completely dependent on college and university norms, some universities allow it and some won't plus you need to have good scores in the first year to apply for the same. For further details, contact the college authorities.

The eligibility criterion to enter into this course is having passed 10+2 examination successfully with minimum 50% marks from any stream. The preference in some universities is given to candidates who are from the sports background. Taking admission into Bachelor of Physical Education is not a simple task. You may need to be an athlete or of sports background to enter into the course. There is a physical efficiency test, a written test, and a personal interview, on the basis of which, the person is selected.

Hello Anupam,
No, you cannot. You need to clear JEE Advanced with a good score to get admission at IITs. As you haven't clear JEE Mains, you cannot appear for JEE Advanced. So, you may try for colleges with your board exam marks or via any other entrance exams.
