Both are good streams.
In CSE, you will learn primary about Computers, databases, programming, software development methodologies, algorithms etc. If you are planning on joining an IT company, CSE would be a good option.
In ECE,you will learn primary about electronics and deal with hardware mostly.There is less emphasis on computer programming.
You basically learn about various electronic components, how to use them to make circuits,learn about various communication systems like radio,TV etc.

Apart from your graduation percentage, everything else looks good. You should apply to all top universities and focus on writing amazing essays (SoP) and getting good recommendations. Try for University of Toronto, UBC, University of Waterloo, etc.

You can either join first year of BE by giving national/state level entrance test like JEE, BITSAT, UPSEE, MHTCET, etc. Or can opt for B.Tech/BE through lateral entry (direct second year admission), for that you have to appear for LEET (lateral entry test) examination to get a good college.
