3) Course Material,
4) Quality Education,
5) Fees
6) Infrastructure
7) Success Rate.
8) Placement
9) Top recruiting companies.
Also, if possible go through the alumni speak section to get an idea what the alumni thinks about the institute.

It is good that you are doing Engineering from private institutes. From my opinion, you have to take admission on the basis of placements, because in private institutes MNCs takes the placements more than other institutes. And, in Computer Science branch the faculty of private institutes are best.
If you are from Maths stream, then you can go for Computer Science engineering. It would be better, if you attempt GRE for studying in foreign, which will help you to get scholarship, if you score well in that exam. You can search top universities for engineering. You should also try for Germany, because their tuition fees are negligible as compared to other countries. And also, you can work for your daily expenses.

According to my views, Techno is far better than Heritage. I want to clarify the campus environment and placement scenario.
Firstly, the campus environment of Heritage is good compared to Techno. But if we highlight the main issue i.e. placement, in Techno, many top companies come like Amazon, Microsoft, Adobe.
In Heritage, there is no scope.
Of course, For admission to state engineering colleges, you may have to clear lateral entry admission tests conducted by the state to become eligible for lateral entry admissions direct to the third semester of B.Tech programme. If you wish to be loyal to your stream of study you may opt for B.Tech in Mechanical engineering, Mechatronics or Automobile Engineering.
First of all, congrats for your success. It completely depends on institute and university you have selected. Just go for counselling once your college is rectified and at the time of admission you came to know about scholarships. So, all the best.

For admission into Jadavpur University you need to take WBJEE exam and score very well in that, so any rank less than 300 is considered safe for getting CSE there.
