Looks difficult with 66% since MS programs are very competitive and universities require high scores. Most programs are also research oriented. They will also check your personal statement and reference letters. I will also advice you to check other options such as in Australia, New Zealand, France, Netherlands, etc.

If you are not keen interested in computer languages, I don't recommend B.Tech in CSE because in today's world there is a huge crowd of students in CSE and in near future there will be very tough competition in IT field.
If you like computer science, then Thapar is a good choice.

PICT is one of the better colleges in Maharashtra to pursue CSE.
It definitely ranks above MITCOE.

First of all, congratulations for getting the environment of technology hub as of Bangalore. Since the number of colleges have increased tremendously, hence, number of engineering graduates have increased a lot. Yes, you can pursue BE in any branch after completing Diploma, but you will get admission in the first year. If you opt for B.E in the same branch or similar branch then you can get admission in the second year.
