Yes, you are eligible to apply for NDA exam. The qualification for NDA 2018 is:
1. The age limit for the exam will be 16 -19 years (born after 02 June 1999 and before 01 June 2002 (Both Dates Inclusive)
2. It is a UPSC entry for the aspirants who are appearing or have passed 12th class. Candidates can apply for it from 06 June 2018 02 to July 2018 on upsconline. Nic. In and the exam will be conducted on 9 September 2018.

All candidates, other than those applying under the Foreign Nationals category, should appear for the All India Law Entrance Test AILET and selection shall be solely on that basis. Candidates should score at least 40% of the marks in the AILET (30% for SC/ ST candidates).
In order to appear for the AILET candidates should have passed the 10+2 examination and scored a minimum of 50%. However, candidates appearing for 10+2 examinations in the year of the AILET can also apply, provided they meet the above eligibility at the time of admission.

Both the courses are different and have different pros and cons. The Polytechnic courses started to provide employment at the age of 18. Initially, students who wanted to start earning early to support the family used to opt for these courses. But this trend has changed over the years. Regards.

You can opt for various colleges from Delhi university like SRCC, Ramjas, etc. only if you have an outstanding percentage. If not, you can opt for colleges like MAIT, CPJ, VIPS which are affiliated to GGSIP University. Other includes Amity, Galgotia, etc.

As you have scored 55% only in the BCom, so it will be difficult for you to get admission in this college. The minimum criteria is 60% there.

It doesn't make any difference as CA is a professional certification. Especially when it is B.Com with any specialisation, it becomes an added advantage. Therefore, I personally think you should go ahead with it.

Yes this college is better because placement records were around 85-90% in the previous year with companies like Amazon, Marico, Asian paints, ICICI securities, KPMG etc. Are among the few big companies that visited last year. This year too companies like Aditya Birla, Airtel, Asian paints have come for internships.
