To study Bachelor degree in USA, you must take the SAT or ACT and TOEFL. If you don't plan to take these tests, you are not eligible to study in the States. You have to start the admission process a year ahead of the admission season. So, prepare accordingly and apply accordingly.

If you're a domicile of Karnataka, you need to appear for Karnataka Common Entrance Test (KCET). This entrance examination is reserved only for Karnataka residents.
If you belong to any other state in India and want to take admission in a college of Karnataka, you need to appear for COMEDK entrance examination.

Muzzamil, you will be able to do that as first year syllabus for all engineering streams is same and after first year the syllabus changes and branch specific course start. So, you can take lateral entry in B.Tech 2nd year on basis of your diploma.
Some institutes give admission on basis of LEET exam and some give admission on basis of your marks in diploma.
Some institutes also offer scholarships on basis of your marks in previous qualification.

Sorry to say but it is quite difficult to get NITs. However, if you prefer IIIT and GFTI in Josaa counselling you may get CSE branch.

I have completed my bachelor degree in Vel Tech university in year 2017. So for me, the admission process was very easy than i thought. I am saying this for Vel Tech deemed to be university(private institution) but I have no idea about anna university affiliated. If you get the admission in one of the vel tech anna university affiliated on counselling day, then it will be easy. If not, you will get the admission by management process if you are interested though. But its not a tough thing or tough process to get admitted in vel tech!

No, there is no seat reserved for any of the Polytechnic colleges to take admission in COEP for direct 2nd-year degree courses.
The admission procedure is as follows
Your percentage score of Diploma is the only criterion for admission to COEP. Of course, there are Caste based reservations in these seats as well. If a branch has an intake of 60 seats in the 1st year then there are 20% of seats added in that class at the start of 2nd year. This makes 12 seats for Diploma graduates in a class having a strength of 60.
