Your question is not clear. I assume you want to know which country is better to do CA among New Zealand and India.
If yes - it is important where you want to settle down in India or in New Zealand. If you have plans to go and work in New Zealand then better you study there. As most foreign countries accept their own degrees and certificates.
You can go for B.Com+CA or B.Com+MBA.

IAS officers job is very demanding but very satisfying. It is one job where you can contibue into life of citizens directly by participating in public services related policy formulation and it's implementation. Given a choice, I will always prefer IAS over CA job.
Based on your interest in the particular field, you can opt for MBA, CA or CS.
Sachin, there a number of options after BCom like M.Com, MBA, CA, Civil Services etc. You have to decide it based on your career goals and interest.

1. M.com : The course is an extension to b.com and helps you gain a deeper insight into general functions of working of a business. Generally those who want to do research work undertake this course.
