No. You cannot. You need to have science stream with PCM.
It depends on the college you want to study in. Although, to get a good college you should get 80%+ as sometimes the eligibility percentage is 80%+ in a particular subject (mathematics) or all.
Pune is better place to do BTech CS. College of Engineering Pune (CoEP) , Vishwakarma Institute of Technology (VIT, Pune), Army Institute of Technology (AIT) rank 21 , 75 and 77 in All India ranking whereas Caclutta Jadavpur University (JU, Kolkata) ranks 23. No other Calcutta colleges ranks in first 100 ranks.
Personal interest should be given utmost importance in branch selection. Other factors count later. So firstly, decide your field of interest. Do some web searches and introspect yourself.
For future prospects, ME is an evergreen branch. You can always get decent jobs there with your skills.
Don't lure into CSE by thinking about 1-2 crores packages offered to some students. Think rationally.

These fields are in demand and require skilled professionals. Kindly, check immigration New Zealand website for the list of skill shortages. Electrical engineering is sought after and similarly IT is one of the best growing businesses for New Zealand.
By far USA, home to MIT, Caltech etc. But for job opportunities and PR USA is very tough and competitive. You must excel in all fields. In that case Australia can be another option.

This will depend on the 'job' you want to do whether you want to do computer related work or serve tables at food joints. So, my advice would be to know figure out your exact career plans. Secondly, be aware of the employment trends in US, you would be requiring an employer to sponsor your H1B visa, its not easy with a short term course.

Kindly mention the name of the university/institute. Well let me tell you that Chandigarh University is a private university in Chandigarh and Bangalore University is a state University (government).
If you are able to find a good college under Bangalore University then you should go for that because the fee structure would be comparatively less otherwise go for Chandigarh Univerity provided its placements for B.Tech is top notch.
