Scholarships are given by the universities on the basis of merit. US is a country known for its scholarship schemes. However European countries too are not lagging behind. Yes. Pursuing computer science degree in the USA has become very popular among Indian students, particularly at the graduate level.

NIT-Surat is there in Gujarat. But with 70 marks, you can get admission into it only if you belong to ST or SC category. If OBC, you have a very little chance of getting into it. Thats all I know.

I would suggest you to appear for IIT-JEE and AIEEE. These two entrance examinations provide admissions to IITs/NITs and other government colleges, which are cost-effective.
Besides this, I would also suggest you to appear for individual state examinations (OJEE in Odisha, EAMCET in Andhra Pradesh/Telangana, COMEDK in Karnataka etc.). These exams also guarantee you good colleges and serve as a backup. The more the entrance examinations you appear for, the more the options you will have for choosing colleges.
