his percentile is not enough to qualify the exam so yo will not get any seat in JOSSA counselling but you can go for state level counselling. Also, you should appear for state level entrance exam to get a good college.

I found that the cutoff for B.E. in Computer Engineering (Lateral Entry) at Thapar University is not available on their official website. However, you can check shiksha for more information about the courses and fees offered by the institute.

If you are preparing for CET you should know there is an exam of 180 marks. For getting CSE in college of engineering trivandrum your must be above at 130. Then your rank comes near about under 100 or 120. For getting CSE, you must be working hard in boarding time. And best of luck for exam.
