If this course that you are taking up is your first course after class 12th, then according to me it is better to take up CS, as it will give you a view of the subject as a whole and all available options. Probably you might find a new interest or might find out which field in CS you don't like. Moreover, if you take up the specialization course you won't have much options to change even if you want to. But if you are sure about your choice and you have done your background research on it, then you should go for it.

Yes, you can surely pursue CSE after Diploma, In fact, at many places Diploma is considered as equivalent to 12th and you should have no difficulty in this respect.
For B.Tech in CSE, you need to qualify JEE Mains and Advance for getting admission in IIT and NIT.
You may try for BITSAT, VIT and SRM.
I strongly suggest you to go through BITSAT for CSE as its eligibility is 75% in PCM and BITSAT qualified with 400 marks out of 450 marks.

You have got 60%. But you have not mentioned your present status. These days admissions to engineering colleges are virtually through some or the other entrance exam. Your marks in 12th have almost no value. CS is the most sought-after branch of engineering. Hence to get this branch you need to score very highly in these entrance exams. After you give this information correct advice can be given.

As you are not a graduate, lack of educational qualifications will always restrict your career growth. You are advised to do BBA by distance learning and then do specialization in your chosen management function.
If you had joined Diploma after 10+2 stage, then you can join any of graduation degree of your choice now and it can be done by distance learning from open universities such as IGNOU. If you have not done 12th board, then you will have to complete your 12th board before seeking admission in graduation degree.
I would prefer universities in Germany if you are trying in a cost effective way. German universities don't have tution fee for both native and international students. what they really consider about is the scores you have obtained in bachelor degree, GATE score, language proficiency (TOEFL or IELTS) and rest of the certificates along with the letters of recommendation and our own letter on purpose of study there. Some of the government colleges in Gujarat include IIT Gandhinagar, Government Engineering College-Bharuch, Government Engineering College-Patan, CEPT University, Gujarat Technological University and Gujarat University.
Both degrees are equally good. You may chose any based on your interests to excel in studies.
Since you haven't given JEE mains so you will not get admission in top Government institutes but dont worry there are some private institutions that are doing equally good as them,you may get admission in them by scoring a good rank in their entrance examination and thereafter getting high scholarship.some of these universities are:

Along with good education,these also provides good platform to boost their skills .These universities provides assured placements along with high standards of education.
Marks is not the only criteria to get good package, sound technical knowledge is equally important, so focus on both to get good starting salary. The package also depends on the college and the type of companies visiting the campus so the highest package an range from anywhere between 6 to 8 lakhs

Yeah! Sure. Companies like CDOT and CDAC visit IITs and BITS for placements. If not through placements you can also apply when they advertise a call for in the newspapers. You can get a job in ISRO or government banks also. Every company needs a computer engineer so yeah it's possible to get a government job through computer Science.

As B.Tech in CS engineering comes under top branches. So, for this, you have to work hard & get a good rank. It will be typical to confirm to you how many marks are needed to get admission in a good college. For GGSIPU, you must appear for IPU-CET.
The best college under IPU is USIT. You may consider MAIT, BVP and MSIT after that.
IGDTUW (formerly IGIT) (only for females) was also one of the best institutes under IPU, but now they've upgraded to university level themselves.
Many students are studying CS right from kg. But after class 12th, they end up in a private college, and ruin their lives. YOU may not know CS now. But of you get into IIT, you'll beat all those who are "studying" CS at junior classes.
