Delhi University is surely best and being a student from HRC, I will suggest it is a good college and I don't have much information about studies at St. Xaviers College. There are other plenty better fields out there in which you can do your graduation and make a beautiful career.

St. Xavier's Kolkata is best known for its Commerce Department especially B.Com (Hons). The level of Maths and Statistics that is taught is not too high. It is taught considering all types of Students (good or average at Maths). The faculty is experienced and you can easily understand whatever is taught in class.
First year Maths and Stats can be a cakewalk for you, if you're quite good at basics of it. From second year, the level rises and you'll be required to learn new things. On an overall level, I can say, it is better than what is taught in other Commerce colleges. (Since, all the students are from Maths background).
