There's no restriction as such. The only thing you need to take care is first of your attendance in the college. Second, pray that your exams in the college do not clash with the CA exams. Most of the students go for CA and B.Com regular so that's not much of an issue. You need to manage your time in such a way that you can give required attention to both the courses. Plus, if at all you go for coaching either for your graduation or CA then again time management is required.

Yes, you can get admission your percent of 12 have no bearing on that. It all depends upon your performance in entrance examination. Just score good rank in exam and there is nothing to worry about.

For B.Com Hons. You need Maths.
Else, even science students can do B.Com. There is no requirement for commerce as such.

Yes, you will have a subject name business mathematics in 4th semester of B.Com honors but it requires some basic maths that you have studied in your class 11th &12th. It's basically an application of mathematics to formulate some business problems to make effective decision in business . Dear, if you are from General category, then the first cut-off will be more than 92% in intermediate. And also, if you are from reserved category, then first cut-off may 68 % for SC, ST and 75% for OBC.

Don't worry for failing in HSC. If you are 18 Years Completed then you can pursue a Graduate (Three Years Course Duration) in Open University Mode through Tamil Nadu Open University, Chennai. If you study two undergraduate programmes at one time , you will have to share your your energy , time and resources at two places simultaneously.
Also, two pursue two degrees at a time whether by way of regular or correspondence mode is not allowed and valid.

You have completed B.Com. It is a commerce field, but engineering is totally a different field. So, choose your right career because after B.Com many professional courses are there like CMA (US) which can be completed within 8 months to 1 year and nowadays many corporate companies are encouraging CMA profiles.
