I think you should go for NIT, Silchar CSE without any 2nd thought. One thing I would like to point out that NIT, Silchar is not one of the 'lower' NITs. CSE is the blooming sector everywhere in India, and here, placement opportunities are excellent. NIT is an institute of National Importance. It’s directly under MHRD whose standards will be maintained. Fee is comparatively very less in NIT.
Placements (CSE): Not to be biased, CSE of NIT Silchar has taken a delayed take-off in terms of placement. This year’s (2016) placements included biggies like Goldman Sachs , Price Waterhouse Coopers, Wells Fargo, SAP Labs, Samsung R and D, Sna... View more

Dear Gaurav,
Don't even think that just after doing B.Tech CSE you can get the job in Apple or Google type companies. Apart from your academics, these companies do consider several other factors to give you the job. India produces lacs of IT engineers annually. You have to proof the best among them. Let me clarify you in detail:
(1) For academics, do B.Tech & M.Tech in CSE from institution like IITs or NITs. Most desirable combination is B.Tech+M.Tech+MBA. It is preferred if you do your Masters from abroad. Stanford or Wharton.
(2) Your extra circular activity; since you are in 11th class, try to participate in your schools cl... View more

I think both have there own value. But according to technology, the cloud is better option for future. Cloud is new in market and has more scope. Whereas, CSE is also in parallel to cloud in scope. So, you can go with any of them. But according to me you should go with cloud.
Well, you can't expect colleges with low fee for B.Tech as it is an expensive course. But you can search on Shiksha.com and compare.
Good luck.
