Yes, apply for the course for sure, but I am sorry to say, last year’s minimum cut off for B.Com (p) was 83 % or 84 % that too of Swami Shradhanand College only. So, going through previous year’s trend, I don't think there are chances for you, as there will be no much dip in cut offs, because of increase in pass percentages and also increment in students with 90% or above. But, don't loose hope. You can pursue B.Com from IP University., but personally suggesting if you can’t get through DU cut offs, then go for BBA. If you don't know which course to choose, nobody can help. Studying abroad is an investment of both money and time so be careful. If you are interested in business management you can choose PG Diploma or Graduate certificate courses in relevant courses. For B.Com it entirely depends upon the specialisation which you are pursuing. For example if you are pursuing B.Com in Finance and Accounts, its quite difficult whereas B.Com in marketing is comparatively easier. It also depends upon the university. You must have studied mathematics as a subject in class 12th. Be it optional or additional, it does not matter. It may or may not be included in your best four subjects. There is no compulsion. You can take admission in DU without maths in B.Com programme/pass course. This applies to all the colleges of Delhi University.

With 50%, I am afraid you cannot study in Canada. Some college may accept you but visa will not be granted easily. So look for other countries like Ireland, Belgium, Poland etc.
I am not sure, if the said college has any policy that will make it possible for you to do an evening course. But, other than the above college, IGNOU is the best option to do B.Ed via distance mode.
For UG, you have to fill the application form which comes out around May-June (please re-check), then DU releases cut-offs for all the courses. (PS: There are a few courses that have entrance exams). You can go and get the admission in the course you want to take UPAT the particular college upto 23 days of the initial release of the cut-off.
